Why is it easier to ask forgiveness than to ask for permission?

What if what is good for the goose isn't good for the gander but is really bad for it?

Why do we say things suck when things are bad?  What makes it suck when in life we do lots of things that involve sucking that brings about much pleasure such as sucking on a lollipop, sucking on a straw & do I need to mention blow jobs?  We all know that there is no blowing involved but it certainly is a job.
